These Washington dolts think in the mercantile terms of bigotry which has kept the people of the south in ignorance and impoverishment for centuries.
The European imperial masters had to give up most influence in that area due to the Monroe Doctrine. Mostly the local bigot learned and applied autocracy and military force to the indigenous peoples of Mexico (North America), Central America, and South America.
With some good leadership, Poder Sud may pull off a democratic coup for a change.
Then, even with politicians in charge, the concepts of democracy might trickle Norte.

In the Sud or Sudenista region it is an affront each time Washington slaps and coerces its southern neighbors into unfair and demeaning political and economic engagements.
Recent efforts to make Chavez a president for life are a direct consequence of ignorant American foreign policy.
We only care about extracting and exploiting the human and sovereign resources from the neighbors we despise.
In the US we only have Canada and Latin America as neighbors...but Canada speaks English, so we rarely disrespect their intrusions and illegals. We want the workers, not the families. We really want single drones and slave workers from the South.
Family values: starve the children.
So when a set of leaders gets elected in any oppressed Monroe Doctrine country, we automatically see a threat to Monroe, and it sets up an unfortunate counter re-action: elect a white knight.

It is a nice thing to be able to see the old movies on Turner Classic Movies.
Some of them are war movies, propaganda.
A few are anti-war, thinly unveiled not to offend the mad dog public, who really seem to take propaganda as gospel.
Well, why not? It must be Prop.
Anyway, I take my own meaning where it is, and movies depict culture, etc.
