Allowing any government to have license to kill any citizen is how racists get power to kill who they want.

Capital punishment should be reserved for incumbent politicians and working diplomats. No statute of limitations, no diplomatic immunity, no sanctuary. You order death or war, you are the first casualty. You kill a citizen, you die.
